Building Regulations 2006 introduced new minimum standards for energy performance which are dealt with in SAP (Standard Assessment Procedure)

4 The aim is to raise energy performance standards so that CO2 emissions will be reduced as a contribution towards achieving the national targets. Implementing the EPBD will enable the public to become more aware of energy use and how they can contribute to using it more wisely

5 As well as improving energy efficiency and thus reducing CO2 emissions, the provisions will lead to reductions in fuel bills for householders and business, and wider performance benefits such as improvement in householders' health and comfort, better productivity in workplaces, and general construction quality. There will also be the opportunity (at the expense of some of the CO2 savings) for those who are fuel-poor to achieve better comfort and warmth. The provisions will also help to reduce the burdens on the energy supply infrastructure.
